Abstract:

Human development is certainly a prerequisite for political development. The former is to be preceded in its turn by  educational development. Social and political scholars have given significant opinions in this regard , each from a specific point of view. In the practical and experimental domains , however , one of the few countries undergoing tremendous changes in recent centuries has been Japan.

To maintain that Japan has been a unique case in the twentieth century which has achieved an extensive development and progress is not a far – fetched stance. Most theoreticians have agreed after much investigation that these changes are the result of correct planning in the field of education. Insasmuch as development and education are stongly correlated , a survey of this especially in regard to Japan as a supreme model , can shed light on the trend towards development for developing countries . The Islamic Republic of Iran is no exception in that it could benefit from Japan`s achievements and experience as concerns the impact of educational policies on development. This research is therefore dealing with the Japanese model of appropriate use of educational policies in development , and while comparing it with Iran , tries to show the practical advantages we can take of that model.
