Abstract:

In Imam Khomeini's thought, we observe both the emphasis on the necessity of obeying Islam in all affairs and crediting and validating the vote of people in social decision-making (even in the election of Vallie Faqih).

The viewpoints of "divine sovereignty and legitimacy political power", "Islamic government" and "democratic government" that are different interpretations of legitimacy of political power in Imam Khomeini's thought tend to respond this question that "in accordance to his political thought on what bases lie the legitimacy of political power (sovereignty) in Imam Khomeini's thought." This study proves the "divine-democratic legitimacy of political power" hpypothesis in Imam Khomeini's and claims that the legitimacy of power in his thought is proved in two levels:

1.      In the stage of principle bases, and given supositions movements, powers and sovereignties, the legitimacy must be predicated based on the Islamic courses.

2.        In stage of regulation of fittings, workflow of power and specification of the items in the first stage, the legitimacy should be predicated on the public vote in the form of referring to the majority.
