The main objective of this research is to identify,
evaluate and analyze various factors influencing the development and
implementation of the foreign policy of the Islamic republic of Iran. In
this context, the decision making structure and international
environment shaping Iran’s foreign policy as well as its impediments and
limits are addressed.
The research concludes that Iran’s foreign policy
decision making is not an extensive simple process but a complex one
influenced by various and multidimensional factors including ideological
and idealistic believes and, at the same time geopolitics and realism,
as well as internal developments. This policy can be discussed at two
levels including decision making and implementation of decisions so
adopted. There are two factors, formal and informal, that intervene,
whether directly or indirectly, at both levels. Moreover, Iran’s foreign
policy decision making process is not centralized or under the control
of one single ruler. But, as a matter of fact, it enjoys an interactive
structure.
The Research Structure
The study consists of a preamble, four chapters and
the conclusion.
Chapter one discusses basic elements of foreign
policy. In this respect theoretical framework, objectives, general
nature, means and study tools and methods are discussed.
Chapter two is devoted to the environment inspiring
Iran’s foreign policy. The existing relationship between Iran’s foreign
policy and its geopolitical situation as the major course of Iran’s
foreign policy is highlighted. Then, Chapter two continues with other
factors with impacts on Iran’s foreign policy including ideology,
culture, economy, psychology, security and military.
Chapter three focuses on Iran’s foreign policy
objectives according to its national constitution, the document called
“Iran’s Development in the Horizon of the Year 2025,” as well as the
recommendations of the Founder of the Islamic Republic of Iran the late
Imam Khomeini.
Chapter four studies various elements and
institutions influencing Iran’s foreign policy structure. Due to the
complex structure of Iran’s foreign policy, the chapter divides these
elements and institutions into two categories with direct or indirect
impacts.
Finally, the research concludes with a quick review
of the issue and provides some proposals.
