A study of the Koran’s verses leads us to this
reality that the purpose of citing the events and stories of people,
societies and the prophets in the past is not just to explain the
historical events. In fact, the main goal is to state the principles
(fundamentals), grounds and traditions. Through investigating in these
verses we would identify the characteristics of society and get to know
how to rule it.
Terms like Qarieh (city or village), Qora (cities
or villages), nation, and Umam, are used in the Koran. When it talks
about these terms some characteristics are clarified as positive and
some as negative. For example, justice and fairness are categorized as
appropriate characteristics and injustice and unfairness are
classified as inappropriate one.
This dissertation aims to explore the
characteristics of governing in Koran in order to identify good and bad
government.
In this thesis, state and government are defined
from the political science viewpoint. The thesis addresses these
questions: “Is it possible to study state and government in the Koran?”
If so, based on the Koran’s verses, “what are the characteristics of
good and bad government?”
The thesis explores the characteristics of good
government. Some of these characteristics belong to people and some to
their deeds. Some of the characteristics also belong to government and
some to the leaders of society. Through studying the verses, we have
identified 59 of these characteristics.
Based on the verses, that talk about brutal
leaders, the thesis also explores the characteristics of bad government.
In this thesis pharoah and his government and society have been taken
into consideration as a symbol of a bad government.
The thesis also addresses the Western and Islamic
scholar's view about government and its appropriate and inappropriate
characteristics.
