In the past decade, Iran – Eu relations has been subjected to some ups an downs which studing the causes of these ups and downs is the subject of this research. When Mr. Kahtami won the presidential election in 1997, it changed the Iran’s image in the eyes of international observers in a positive way and promoted critical dialogue between Iran and Eu to comprehensive/constitutive dialogue. It can not be ignored that some groups in and out of the country tried to destroy Iran-Eutope relations, But Detent policy of Mr. Khatami eventually was fruitful. In spite diversity of deciosion makers and potential obstacles in this regard, the overall performance of Mr. Khatami’s foreign policy was rather good. Europeans are well aware of importance of natural resources and geo-political importance of Iran and its/her role in making peace and stability in its/her neighbor region. On the other hand, Itan is faced with major economic difficulties and requires foreign investment and assistance. And here is why Europe is so important for Iran. Iran and Europe have shown considerable flexibility in their negotiations. Mr.khatami’s cabinet had some undeniable progress in regard of political and economic reforms. Compare Iran conditions before and after Mr.khatami to deal with Iran in a more realistic way. Eu’s support for joining Iran to the W.T.O. can be a big encouragement for Iran to accept some other aspects which are important to europeans.
