By now, many different methods for drawing a picture of trans formations in sphere of political ideas of islam have been employed. In this thesise regarding to emphasise on comparison, was used the methodogical frame of scientific research programmes of lakatos - philosopher of science. The author, noficing political ideas of thinkers of shia and sunni, at two reserch pragrammes and realizing four element of the method - structure, positive heuristic, negative heuristic and protective bell- in terms of above two views had explained political legitimacy.

For this reason and also making easy the matter of comparison, political ideas of juris penolence thinkers of shia and sunni at two periouds - contemporary and medival - were examinal. It was emphasized also, studing scientific resources of shia and sunni and providing a categorization of ..fjoures of political legitimacy on the basis of the two views on this matter that new thinkers obligaging to structure of research program, have gained a series of similarities speciallyon varile matters such as SHORA (Soviet) and utility.
