Political party is an organization that comes into being by some parts ofsociety_parts with almost similar mental and intellectual characteristics _ in order topresent its thought before society , inform pepole about its ideas , and play animportant role in gathering and formulating demands .

Despite of relatively long antiquity of political parties in world , unfortunatelythis important element that paves the way for participation of pepole is no morethan one hundred years old in Iran . Indeed political parties in Iran have alwaysfaced with numerous ups and douns. This historical antecedent and structuralweakness can be called as one of the causes for disfunction of political parties in ourcountry . Studing political history of Iran , we understand that political parties havenot done their duties and functions such as political participation , politicalsocialization , political communications , political employment and so on . In otherwords political parties in Iran have not been institutionalized .

Causes of political parties disfunction in Islamic Republic of Iran could beplaced into two different categories : political and legal . The most importantpolitical obstacles are : political culture of society , political _ historical factors ,political structure , manner and character of political elites , lack of experienceregard political participation , non harmony between political and economicdevelopment , the role of interest groupe , and finally two characterstics of Iranianparties ; I mean being made of order and being dependent on individual . Legalobstacles are also divided into two directions . The first is in regard of necessity orunnecessity of taking licence from the commission of 10 Article. The second is ondifferences regarding outhorities of this commission.
