Abstract:

To transforming and collapsing of Soviet Union and the strategic structure of V arshio treaty, and the necessity of concept replacement, Doctrines, as well as the modem strategy cause to lead the players of the international scenes to a new prospects.

In this direction, local and national players try to change the adventure of pro- cold war to opportunities, along with minimax process, based on the opportunity strategy or Rovicure. This concern is involved in making the most of juncture opportunity in order to reinforcement or stability of player's foreign policy views over the international system structure and other variances such as peace keeping, local and universal security especially Balkan Peninsula and eastern Europe.

Buseny crisis was the most important sample of behavior challenges between both Atlantic and European prospects. It was the abstract symbol of  “opportunity strategy" of two most important international relations players, EU  and US. ,in which under its protection, do their best to study, test and stable of their prospects on NATO role in the future structure of European security  during pro- cold war, through playing an effective role in the crisis management and control. fmally, the Anglo- Saxon views overcome Frankly- Germany views.

Kosovo crisis was another opportunity for Europe to rectification of their i effective weakness in EU. failure( esp. in the fields of European common and independent defensive power and foreign policy scopes.) as well as to facilitate t European second step follows the first step strategy or monetary unity (1 Jan. 1999). On the other hand, US finding Kosovo crisis, a suitable opportunity to embark an effective action via unilateralism, and multilateralism under the protection of this strategy. From among (St) is able to either pressure deviation and international challenges(because they embark to do something without the prescription of security consul) or take other policies such as corruption together to make threats against Russia, distressing or halting European unity trend and the stability of their present and power on the European security structure and fmding a way to solve the problems of national sovereignty limitation, and super national values promotion. England practical solution in Kosovo crisis based on the opportunity strategy for taking third step strategic or average action was to make European defensive line within the framework of NATO, in order to play an effective role in the Europe security structure, its continuity and deepening and their advantage advancement accompany . Washington strategy.
