International responsibility of governments against imposed damages to environment, especially marine environment, is one of the issues that is considered for many international institutions and much international and regional conventions as well as contracts, which have been formed around this matter. Blue immane of Persian Gulfhas been considered to international convention due to its special and fragile environmental properties and regional convention confirmed for keeping and supportil1g from marine enviromental of this region. Surveying of international responsibility of governments in the Persian Gulf coastal states as well as their regional responsibillty in the framework of Kuwait regional convention against imposed damages to environment of this region that its clear proof is in the current of Persian Gulfs crisis, is very important. Against the commitments that the governments with membership of convention had on the basis of protecting from Persian Gulfs environment against contamination, specially in imergency times, no measurement took in the field of execution of commitments. One of the reasons for ignoring to these regulations, is non sufficiency of sanctions for sources execution from international law which has made the matter of environment. Arraying of ENMOD convention and the convention of marine law for strong sanction, such as criminal responsibility, can increase their function power. In addition to that, the regulations should I present such as to include the benefits of all governments as well as the existed international regulations and convention to reach the required stage and the number of governments, which accept and confirm these  regulations and confirm it, to be increased.
