Abstract:

Nowadays, Human resource development is the category which attracts the attention of governments, organizations and lecturers all over the world, but unfortunately, in our country, training, as a basic pillar of human resource development, and its real value and the way it is executed is overlooked.

The cost of training undoubtedly is expensive, therefore it must be spent where its effectiveness is tangible and makes advances and improves the job. Thus, the money spent for training is considered an investment not costs. What reinforces this view towards training is to assess the need of training before any attempt.

Based on what was mentioned and also the necessity of performing effective training courses for top managers, this study tends to prove the need of training for top managers of Culture and Art organization of Tehran Municipality, then their training need in the light of manager skills (technical, human, conceptual skill) and the definition of management (effectively and efficiently pursuing organizational goals) are determined. These needs and training courses recommended by experts respectively are prioritized thorough MADM (AHP) and (SAW) methods.
