Identifying , evaluation and assigning the position of each branches , units and other subsystems have influence on strategic decisions especially resource allocation and development plans .Optimal resource allocation is necessary for effectiveness of organizations . Strategic approach and new management methods can be useful for mass media (as a nowadays phenomenon) for acheving its goals.

Systematic approach and strategic management view can (with use of scientific decision making methods) be useful for national media of Islamic republic of iran which belongs to the public to gain its holy missions.

In IRIB evaluation and ranking plan of province centers was assigned in a total form on 1370.

This research intends to check and act the 12 experience of evaluation and ranking plan of province centers by paying attention to environment changes. The result of document studying and interviews is devided in 3 levels:

Level 1-Dimentions: Inputs, Environment, Process and Outputs

Level 2-Criterias: Each above dimensions is devided in smaller parts which are called Criteria.

Level 3-Indexes: Criteria contain the objectives and measurable parts called index.

A survey for measuring the degree of the effect of factors was planned. I used AHP (Analytical Hierarchy Process) technique for level1 and level 2. But for Level 3 Delphi method based on Likert scale was used.

The results of this research show that former indexes is not reliable and only show 40% of effective factors on evaluation and ranking plan of province centers including input resources.  But added to these indexes other factors like environment, process and outputs were observed.
