Abstract:

problem has not so expanded to be worrisome but it must be noticed to avoid dangerous phase. Corruption strikes on all organizations and corporations, but its strikes on public organizations is more killing. Because of this, corruption must be paid attention theoretically and practically. In this thesis, is noticed to corruption from two point of view: macro and organizational.

In macro level these results have been gotten:

 1- Corruption grows on several fields, main fields are economical, political, cultural and social. For removing or limiting corription must be planned based on these fields coordinately.

2- If corruption does not be faced, some political, cultural and economical consequences will be existed.

In organizational level, we have discussed about one of corruption objects, because of widespread of eztent of it. This object is percent. Percent, here, is the percentage  of sale price, that seller pays to buyyer’s agent  or purchase agent of organization stimulating him to buy more. In this thesis, with religious and lawly evidences percent receiving is rejected, whether illegal (bribe) or in frame reward and etc. In survey, based on organizational culture characteristics, we have reached these results:

1- best and efficient ay for struggling corruption especially percent is basing upon favorit organizational culture.

2- In facing corruption, favorit organizational culture, concluding some important religious values can obstruct progress of corruption or limit it. 

3- basing upon spiritual and moral values, self-cofidence, national bias to internal goods and specialization and increasing organizational commitment can enhance organizational culture for facing percent problem.

4- Some factors that can increase organizational commitment through organizational culture are: plain living approach between managers & employees, financial order and discipline, consideration of expertism, experience and ability of management and leadership in resignments & hirings, fair & decisiveness in striking  administrative guilts, attention to familial & livelihood problems or employees, organizational good timple, attention to organizational creativity & innovation and finally participation of experienced employees in decision makings.

5- Legitimazation of percent can’t help to decrease illegal percent.
